The Communications Authority of Kenya (CA) has officially launched a public consultation process to review the country’s Quality of Service (QoS) measurement framework for mobile telecommunication services.
The move, announced in a public notice dated Monday, January 12, 2026, aims to modernize the current framework to account for rapid technological advancements in the telecommunications sector, specifically the rollout and expansion of 4G and 5G networks.
The CA, as the regulatory body for Kenya’s ICT industry, is responsible for licensing and regulating telecommunication services, managing spectrum resources, and safeguarding consumer interests.
Under Section 46A (a) of the Kenya Information and Communications Act, 1998, the Authority has a mandate to protect consumers.
The existing QoS framework was developed in 2018, but the Authority notes that "significant developments" in the sector now necessitate a comprehensive review.
"The Authority invites stakeholders, including members of the public, mobile telecommunication service operators, and licensees, among others, to review and submit their specific input and views on the proposed Framework for Quality of Service (QoS) measurement for telecommunication services," the notice stated.
The review is part of a constitutional requirement for public participation in government decision-making processes. The proposed framework aims to ensure that mobile service providers deliver high-quality services to Kenyan consumers across all available technologies.

The proposed Framework for Quality of Service (QoS) measurement is available for review on the Communications Authority’s website at: https://www.ca.go.ke/open-consultations
Stakeholders and members of the public are encouraged to submit their written comments and input in the prescribed format. Submissions can be sent via email to TelecomQoS@ca.go.ke or delivered to the Director General at the CA Centre in Nairobi or any of its regional offices.
The deadline for submissions is the close of business on February 13, 2026.
This consultation provides a critical opportunity for Kenyan mobile users and industry players to shape the standards that will define the quality of mobile communication services in the coming years.
