Nairobi City County has launched a crackdown on land rates defaulters, appointing six debt recovery and auctioneering firms to pursue property owners who have failed to pay rates for more than three years.
In a public notice issued by the Nairobi Revenue Authority (NRA) in July 30, 2026, the county said the recovery exercise takes immediate effect and targets all outstanding land rates together with accrued penalties and interest.
“Take notice that the Nairobi City County Revenue Authority (NRA) has, with immediate effect, engaged the debt recovery firms listed below to recover all outstanding land rates that have remained unpaid for a period exceeding three (3) years, together with all accrued penalties and interest,” the notice reads.
The county warned that failure to settle the arrears will trigger enforcement measures without further notice.

According to the notice, the action may include attachment and auction of property, listing with credit reference bureaus, and any other lawful recovery measures available under the National Rating Act, 2024.
The appointed firms and their assigned boroughs are:
- Siuma Auctioneers: Western Borough (Westlands, Dagoretti South, Dagoretti North)Prysis Solutions Limited: Northern Borough (Roysambu, Kasarani, Ruaraka)
- Jephys Auctioneers: Central Borough (Starehe, Kamukunji, Mathare)
- Boresha Credit Services Limited: South Eastern Borough (Embakasi South, Embakasi East, Makadara)
- Quest Holdings Limited: Eastern Borough (Embakasi North, Embakasi West, Embakasi Central).
- AFS Holdings Limited: Southern Borough (Kibra, Lang’ata).

he county urged defaulters to clear their arrears immediately to avoid recovery action.
“All payments must be made through only the authorized Nairobi City County Revenue Accounts,” the notice states, cautioning residents against paying any individual agents.
Members of the public have also been asked to cooperate with the appointed recovery agents during the exercise.
The notice was signed by Tiras Njoroge, Nairobi City County Receiver of Revenue.

The latest move is part of Nairobi County’s efforts to boost own-source revenue collection amid growing pressure to finance county services and development projects.
Land rates remain one of the county’s key revenue streams, but collection has historically been hampered by large arrears owed by private property owners and institutions across the city.
