Bomet County hits historic Ksh634 Million in own-source revenue

Bomet County has recorded its highest-ever Own Source Revenue (OSR) collection since the advent of devolution, raising Ksh634 million during the 2025/2026 financial year.

According to a statement by the county government of Bomet, the milestone was highlighted during a strategic leadership meeting convened by the Department of Finance, ICT and Economic Planning through the Directorate of Revenue to review the county’s revenue performance and map out strategies for further growth.

The county described the Ksh634 million collection as “the highest revenue collection achieved by the county since the inception of devolution,” attributing the performance to improved efficiency, transparency and administrative discipline across revenue-generating stations.

A significant contribution came from the health sector, with hospital operations alone generating more than Ksh459 million during the financial year.

During the meeting, county officials commended revenue staff for their role in achieving the milestone while stressing the need for integrity and strict compliance with the law.

Maintaining strict integrity, following statutory guidelines, and eliminating document falsification remain top priorities,” the county said.

To sustain the gains, Bomet County is accelerating the rollout of the Integrated County Revenue Management System (ICRMS), developed in partnership with Konza Technopolis through a Government-to-Government framework.

According to the county, the ICRMS “will serve as a mandatory digital system across all collection points to minimize manual interventions and curb revenue leakages.”

The Finance Department is also pursuing administrative reforms, including the appointment of substantive Receivers of Revenue as required under the Public Finance Management Act, establishment of structured schemes of service and clear promotion pathways for revenue officers.

A 100-day Rapid Results Initiative inspection plan will also be implemented to strengthen oversight of revenue collection points.

The county further plans to introduce routine staff rotations as part of efforts to strengthen internal controls and prevent collusion.

“This initiative goes hand in hand with comprehensive staff training and capacity building to equip officers with modern financial tools,” the statement said.

Bomet will also intensify field enforcement and compliance operations to ensure adherence to revenue laws and accountability across all collection points.

For the 2026/2027 financial year, the county has established a baseline OSR target of Ksh575 million, while setting its sights on unlocking revenue potential of up to Ksh1.2 billion.

The strategies include implementing a 97 per cent updated Valuation Roll, expanding Contribution in Lieu of Rates (CILOR) coverage, optimising revenue from multinational land holdings and operationalising the Rating Act.

The county is also exploring the establishment of a dedicated County Revenue Board to strengthen revenue administration.

“Specific site targets will be issued to revenue stations in the coming week to drive accountability,” the county said.

The county government said the increased revenue will be channelled towards key development priorities, including infrastructure, healthcare, agriculture and social programmes across all wards.

The administration led by Governor Hillary Barchok said it remains committed to “optimizing local revenue generation” to strengthen the county’s financial independence and improve public service delivery.
