President William Ruto has assented to four Bills aimed at strengthening governance, accountability and service delivery in Kenya.
Ruto said he signed the legislation at State House, Nairobi, marking what he described as a major step towards improving the management of public resources and modernising key areas of the country’s legal framework.
“Assented to four transformative Bills at State House, Nairobi. The new pieces of legislation mark a major step forward in strengthening governance, accountability and service delivery in our country,” Ruto said.
New Bills assented
Among the laws is the Public Finance Management Amendment Bill, which seeks to strengthen the prudent management of public resources.
The President said the new law will contribute to efforts to enhance accountability in the management and utilisation of government funds.
Ruto also assented to the Air Passenger Service Charge Amendment Bill, which streamlines the administration of the air passenger charge.

The legislation is expected to provide a clearer framework for the administration of the charge within Kenya’s aviation sector.
Another Bill signed into law is the Kenya National Council for Population and Development Bill, which formally anchors the Council in law.
“On the other hand, Kenya National Council for Population and Development Bill anchors the Council in law. For years, it has operated under an Executive Order, limiting its ability to set standards and coordinate effectively.”
According to Ruto, the Council has for years operated under an Executive Order, a situation that limited its ability to effectively set standards and coordinate population and development matters.
The new law is therefore expected to strengthen the Council’s legal mandate and institutional capacity.

The fourth legislation is the Trust Administration Bill, which the President described as a historic modernisation of Kenya’s trust law.
The Bill repeals century-old statutes governing trusts and consolidates the law into a single legal framework.
Ruto said the move will create a more coherent system for the administration of trusts while bringing Kenya’s trust laws in line with modern legal and administrative requirements.
The four laws form part of broader government efforts to reform public institutions, strengthen accountability and modernise Kenya’s legal and governance framework.
