David Keter sworn in as Emurua Dikirr MP after by-election win

Newly elected Emurua Dikirr Member of Parliament David Kipsang Keter was on Tuesday sworn in as a member of the 13th Parliament following his victory in the May 15, 2026, by-election.

Keter, who vied on a United Democratic Alliance (UDA) ticket, officially took the oath of office during a session held at the National Assembly Chamber.

During the sitting on Tuesday, May 26, 2026, the MP-elect was introduced to the House and invited to take the oath of office.

Keter then stood before the House and took the oath, committing himself to serve the people of Kenya and uphold the Constitution.

“I, David Kipsang Keter, having been elected a Member of the National Assembly, do swear in the name of the Almighty God that I will bear true faith and allegiance to the people and the Republic of Kenya, that I will obey, respect, uphold, preserve, protect and defend the Constitution of the Republic of Kenya, and that I will faithfully and conscientiously discharge the duties of a Member of Parliament, so help me God,” he said.

The Emurua Dikirr parliamentary seat fell vacant after the death of former area MP Johana Kipyegon Ng’eno in a helicopter crash in February this year.

Declaration of seat vacant

National Assembly Speaker Moses Wetang’ula had on March 21 formally declared the seat vacant, paving the way for the Independent Electoral and Boundaries Commission (IEBC) to conduct the by-election.

“In a Communication made to the house on the 21st of March, 2026, the Speaker of the National Assembly, Rt. Hon. (Dr.) Moses Wetang’ula formally declared the Emurua Dikirr parliamentary seat vacant following the death of the late MP in a helicopter crash, paving the way for the Independent Electoral and Boundaries Commission (IEBC) to conduct the subsequent by-election,” Statement by the Parliament of Kenya read.

Keter garnered 18,266 votes to defeat his closest challenger, Vincent Kibet Rotich of the Democracy for Citizens Party (DCP), who received 10,760 votes. A total of 29,358 valid votes were cast.

While welcoming the new legislator to Parliament, Speaker Wetang’ula urged Hon. Keter to diligently discharge his duties as the elected representative of the people of Emurua Dikirr, noting that his predecessor had left behind a remarkable legacy.

“Honourable Member, the huge crowd that has escorted you is a testament to the expectations that the people of Emurua Dikirr have in you,” noted Speaker Wetang’ula.

Before taking the oath of office, Hon. Keter underwent an induction programme facilitated by Parliamentary staff to equip him with the knowledge and skills necessary to effectively discharge his constitutional responsibilities of representation, legislation and oversight on behalf of the people of Emurua Dikirr.
